Manager, Prior Learning Assessment and Recognition

University of the Fraser Valley

JOB SUMMARY
Under the direction of the CECE Director, the Prior Learning Assessment and Recognition (PLAR) Manager is responsible for the development, administration and coordination of activities related to Prior Learning Assessment and Recognition (PLAR). The PLAR Manager is an advocate for students’ access to post-secondary through recognition of students’ prior learning on a credit or non-credit basis. They establish processes for improving and streamlining PLAR, collecting data to inform policy and programming, and developing external partnerships that translate training and experience to academic credit and access. The PLAR Manager creates tools and resources to support PLAR processes, provides training to faculty and supervision of staff to implement PLAR methods, and monitors quality and consistency of PLAR application methods. The PLAR Manager is entrepreneurial and uses marketing and communication strategies to recruit internal and external students to use PLAR at UFV and generates revenue through conducting curriculum mapping assessments between UFV and external programming.

Advocacy
Works with the Director of CECE to:
Advocate and promote the role of PLAR within the academic community
Champion institution-wide policies and processes to further develop and expand the use of PLAR at UFV
Align PLAR practices to support institutional priorities and strategic direction
Serve on various committees as required

Program Development and Coordination
Responsible for the development, administration, and coordination of activities related to PLAR
Investigate and maintain a working knowledge of best practices of PLAR activities domestically and internationally
Collaborate with faculty, administration and outside agencies to create, recommend, and revise policies and processes
Create, review, and maintain curriculum and a variety of assessment methods to assist students in successfully completing the PLA process
Evaluate, assess, and implement strategies to continuously improve and streamline processes
Collect data to inform policy, processes, and programming that relate to PLAR
Monitor quality and consistency of PLAR activities and application methods
Monitor revenue and expenditures of PLAR activities to ensure revenue targets are met
Contribute to CECE budget planning and decision making
Under the direction of the CECE Director, respond to budget variances and report outcomes
Ensure inclusive practices regarding PLAR including honouring Indigenous ways of knowing

Leadership
Review, guide, and support current PLAR practices at UFV and recommend best practices
Provide collegial consultation to key internal and external stakeholders and partners about PLAR activities
Conduct training sessions to assist faculty and staff in understanding their roles in the PLAR process
Provide direction and feedback to PLAR staff to ensure quality and service standards are met, documents problems/issues for further resolution
Assign work to PLAR and department administrative staff, ensure follow-up and outcomes are met


Data Collection and Reporting
Create and use systems to track the number of students pursuing PLAR, include information on credits awarded, successful applications, methods used to award credit and access
Report on outcomes, goal progress, and project assignments
Provide information to internal units (e.g. Institutional Research) and external bodies (e.g. Provincial Ministries) that are interested in PLAR activities and outcomes

Partnerships
Develop strategic partnerships with community organizations, employers and other training providers to recruit partners for PL recognition
Generate revenue through conducting curriculum mapping to support block transfer agreements between UFV and external training bodies
Form partnerships across academic units and departments to share ideas and provide suggestions that lead to improved PLAR operational systems and coordinated efforts

Communications and Outreach
Serve as point of contact and resource to answer PLAR-related questions from students, faculty, and staff
Assume a lead role in assisting students in determining appropriateness of pursuing PLA based on students’ individual circumstances and experiences
Liaise with departments to carry out strategies to promote and advertise PLAR activities and programming
Use outreach strategies to actively recruit internal and external students to use PLAR at UFV

Other Administration
Perform duties unrelated to PLAR coordination to support CECE operation, projects, events, and initiatives (e.g. assists with Career Fair set up, provides occasional front desk coverage)

QUALIFICATIONS
Minimum of a Master’s degree, ideally in higher education, adult learning, or curriculum design, equivalencies will be considered
Minimum three years’ experience participating in PLAR activities and assessing students’ prior learning experiences
Familiarity with domestic and international trends in PLAR research and practices
Advanced experience with curriculum development, course design, and redesign
Experience supervising staff in a dynamic and fast-paced work environment
Demonstrated ability to work effectively and collegially with a diverse range of people including senior administration, students, faculty, staff, as well as external contacts (e.g. government agencies and Industry)
Experience in analyzing, planning, preparing, and delivering programming to support faculty in higher education and obtaining feedback
Experience teaching at the post-secondary level. Experience teaching with online and blended formats and other educational technologies is preferred
Understanding of decolonization, indigenization, and reconciliation principles
Demonstrated ability to generate revenue or obtain external funding
Demonstrated ability to plan, organize, and successfully manage projects
Ability to provide clear, concise, and complete verbal and written information at a level appropriate to the audience
Some experience in educational administration in a post-secondary environment, including familiarity with common policies and practices as they relate to PLAR
Superior technology skills including experience using of MS Office Suite, Learning Management Systems (Blackboard preferred), Video-conferencing tools, Social Media platforms, and Student Information Systems (Banner preferred)
Some work on non-regular days (i.e., weekend or evening workshops) at UFV BC campuses
